Biography

Ms. Shubin received a BS from the School of Industrial and Labor Relations and a JD from the Georgetown University Law Center. While at Georgetown, she worked as a student prosecutor for the United States Attorney’s Office for the Eastern District of Virginia and as a student defense counsel in D.C. Superior Court.

During the past thirty four years, Ms. Shubin has practiced law in the private sector, for the Federal government, and for the Fairfax County government. Most recently, in March 2021, Secretary of State Antony Blinken appointed Ms. Shubin to the Foreign Service Grievance Board, where she serves as a panel chair hearing cases involving employee grievances.  Ms. Shubin also serves as a hearing officer for the Fairfax County Civil Service Commission, where she conducts hearings on employee grievances.

Ms. Shubin began her legal career at a private law firm, where she litigated government contract and construction contract cases. Subsequently, Ms. Shubin worked for the United States Department of Justice, Commercial Litigation Branch, where she litigated cases in the United States Court of Federal Claims and the United States Court of Appeals for the Federal Circuit.

In December 1993, Ms. Shubin received a Department of Justice Special Achievement Award. 

She is a member of the Virginia State Bar. Ms. Shubin is an adjunct professor and teaches the legal environment of business in the Costello College of Business.
