Shubin received a BS from the School of Industrial and Labor Relations and a JD from the Georgetown University Law Center. While at Georgetown, she worked as a student prosecutor for the United States Attorney’s Office for the Eastern District of Virginia and as a student defense counsel in D.C. Superior Court.
During the past twenty years, Shubin has practiced law in the private sector, for the Federal government, and for the Fairfax County government. She began her legal career at a private law firm, where she litigated government contract and construction contract cases. Subsequently, Shubin worked for the United States Department of Justice, Commercial Litigation Branch, where she litigated cases in the United States Court of Federal Claims and the United States Court of Appeals for the Federal Circuit.
In December 1993, Shubin received a Department of Justice Special Achievement Award. Most recently, for ten years, Shubin served as a hearing officer for the Fairfax County Civil Service Commission, where she conducted hearings on employee grievances. She is a member of the Virginia State Bar, the Alternative Dispute Resolution Joint Committee of the Virginia State Bar, and the Fairfax Bar Association. Shubin is an adjunct professor and teaches the legal environment of business in the School of Business.
